Instant Poison should put a Damage over Time debuff on enemy.

For proc chance depending on weapon speed here it is:

The only "debuff" is from Master Poisoner talent, and it does not do damage over time.
What you ment is the Venomous Wounds talent that has a 60% chance to inflict some nature damage on poisoned targets that you put rupture on.
You should at least do some decent research before posting bug reports...

I'll answer to your questions since your kinda confused.Instant Poison a DoT poison like Deadly Poison.And Improved Poisons is trained automaticly when you choose Assasin Talents

Nerr, I do have to ask what your understanding of rogues is. Instant poison is called that for a reason; it does instant damage. Not a Damage over time (DoT) like deadly poison. It has never been a DoT. Unfortunately Wowhead is now updated to 5.0.4, where you do not buy poisons anymore, but rather they are a spell, so I can only link you to here, since the wowwiki is always outdated (thank god much?).

Also, the Improved Poisons talent has been around for quite some time. I believe all of the proc rates are correct on the 4.0.6 server, but I could be wrong. I myself rarely play my rogue, so I do not know the practical numbers of what they are doing on the server, just the theoretical ones.
